Greek Diaspora Set to Gain Mail-In Voting Rights in National Elections

Greece is preparing new legislation that would allow citizens residing abroad to participate in national elections through postal voting. The initiative was outlined by Greek Interior Minister Theodoros Livanios during a parliamentary debate on the state budget, indicating that the government intends to move forward with the reform in the near term.

According to the minister, the planned regulation will seek to extend an existing voting framework so that it applies beyond European elections and covers national electoral contests as well. The proposal is expected to be submitted to Parliament within the first six months of 2026.

Greece’s postal voting Framework introduced in European elections

Greece has already taken a significant step toward expanding remote electoral participation by introducing postal voting for elections to the European Parliament. The framework was applied in the most recent European elections and marked a structural shift in how the Greek state facilitates voter participation, particularly for citizens living outside the country. In February 2024, authorities launched an online platform allowing voters to register in the electoral roll for postal voting, simplifying access to the process.

The initiative aimed to streamline the exercise of voting rights in European elections and national referendums for all eligible citizens, regardless of whether they reside within Greece or abroad. While the mail-in system is available to all registered voters who choose to use it, Greek citizens living abroad could participate in European Parliament elections exclusively through postal voting. Government officials have cited the successful rollout of the system as evidence that remote voting can be implemented with strong guarantees of security, transparency, and procedural reliability.

From european elections to national ballots

The experience of implementing postal voting at scale during the European elections is now being used as a reference point for the planned expansion to national elections. The Interior Ministry has described the move as a necessary institutional reform rather than a pilot project, emphasizing that the operational model has already been tested under real electoral conditions.

Greek Minister Livanios framed the proposal as an issue of equal political rights, arguing that citizens should be able to participate in national democratic processes regardless of their place of residence. He also called on political parties to support the initiative, presenting it as a reform that strengthens democratic inclusion rather than partisan advantage.

Implications for the Greek Diaspora

Millions of Greek citizens live and work abroad, maintaining close economic, social, and cultural ties with the country. For many, participation in elections has historically been limited by distance, travel costs, and administrative constraints.

Extending postal voting to national elections would significantly lower these barriers, allowing overseas voters to engage more consistently in Greece’s political life. If adopted, the reform would align Greece more closely with international practices already in place in several European countries that offer remote voting options to their citizens abroad.
