Greece and Turkey Hold Athens Talks on Bilateral Cooperation Plan

Greece’s Deputy Foreign Minister Haris Theocharis met with Turkey’s Deputy Foreign Minister Mehmet Kemal Bozay in Athens on Wednesday, as the two sides reviewed the implementation of their Joint Action Plan under the Positive Agenda framework, launched in 2023 to promote practical bilateral cooperation despite longstanding political tensions.

The two officials said the Joint Action Plan covers a broad range of sectors, including: trade, the economy, customs, tourism, transport, innovation, science and technology, agriculture, environmental protection, social security and health, youth, education, sports, and wider business cooperation.

Greece and Turkey cite steady progress under bilateral cooperation plan

Both delegations said they were encouraged by the progress achieved so far. They noted that several areas of cooperation have already been successfully implemented and completed, while work on additional priorities is advancing with what they described as satisfactory results.

Supreme Cooperation Council is next milestone

According to officials, the talks also helped set the groundwork for finalizing related agreements linked to the Joint Action Plan, which could be ready for signature at the next session of the Supreme Cooperation Council (SCC), a high-level bilateral forum chaired by the leaders of both countries.

No official date has been announced for the meeting, which is expected to take place under Greece‘s Prime Minister Kyriakos Mitsotakis and Turkish President Recep Tayyip Erdogan. However, sources have indicated the SCC could be held as early as February.

Deepening cooperation and adding new priorities

To build on momentum in what both sides described as a dynamic and ongoing process, Theocharis and Bozay agreed to deepen cooperation in existing areas and examine the addition of new issues for Greece and Turkey under the Positive Agenda plan.

Officials report that the aim is to maintain continuity and expand practical cooperation so that both countries see clear benefits.
